Protection strip proposed so that bordering land owners would not get a windfall of property value without helping pay for the development of the road.

As property is developed along this road, new homes would pay a percentage of the cost of the road and utility development.

Some cities allow developers to put in half width roads to avoid the extra cost. Jon Call believes that this will be a better idea for the city because it is safer to get a full road and have the developer recoup its costs with the protection strip fee.

Developer would hold a 1ft strip of road and this agreement will allow developer to recoup cost but the amount would determined in advance and a fair and cost decided up front.

Some cities allow what are called hostage strips but don’t determine what will be charged in advance and developers will sometimes charge outrageous amounts. This agreement structures the cost in advance so there is no holding hostage of future developers.

The agreement proposed a dollar amount for each possible lot plus 10% interest for 10 years and is then capped.

Follow up from last week about the storm water project on 1700. We cannot perform the change until the line out to Mud Creek is completed. Plus it is a significant expense and much of the water is falling outside of the city up on the mountain but the funding may not cover costs associated with drainage.

Mayor: There may be funding possibility from the county since the ditch starts outside the city and funnels into the city.

Councilman Urry:

Is concerned that investment in pathways on 1700 and 2100 are a waste of money because the road base was not installed properly and once the plows roll over them in the winter, they may wash out and crumble.

Mayor Taylor stated that Dave Espinosa will come to a future meeting and discuss how those paths are being developed and does not believe that will happen and is confident that will not occur. He will come and answer any questions regarding this at a future council meeting.

Councilman Satterthwaite:

Sidewalk and curb is being damaged by heavy equipment near 3700 does the developer have to fix that before the project is done?

Jon Call stated that before the final acceptance is given by the city, the developer will need to repair and replace damaged sidewalk, otherwise the bond will not be refunded. The bond is typically significantly more than enough to cover the cost of the replacement.

Mayor Taylor asked that a discussion be added to the September work session to make sure roads and cuts in the road are properly repaired by the developer and not passed on to the city.

Councilman Satterhwaite also recommends the city create a standard for the use of slag (gravel). Will be discussed in September Work session.

He also requests that there be a discussion about how the city is doing with their budget in a future meeting. Mayor Taylor agreed.

Photo contest to be announced with the winner to be included in an upcoming County photo book. The theme of the photo contest is to capture the spirit of our community.

He also met with the architect for the Barker Park Amphitheater and will have some things to go over with the council next week. He is very excited about the plans and how things are looking.

The meeting on the 22nd will be an open house in lieu of city council meeting. To be held at the senior center to let the community come and see and give feedback regarding the new amphitheater.

The bid is going to be put out to find the general contractor to build the project which is scheduled to be approved by September and construction to be started by October.

What is happening with the skate park?

Mayor Taylor says, the design and layout are going to be great, however it has been a disappointing and challenging experience with the delays from the contractor. There have been many delays and there seems to be no sense of urgency by the contractor. There was an Initial delay from a geotechnical report on the cities part, which came late but the rest of the delay has been because of the contractor. Councilman Urry suggested that next time the community will add a penalty in the contract for delayed construction of future projects.

The design layout is approved the last decisions to be made are adding some color into the design to make it more visually appealing. Hopefully construction will start very soon.

Chief of Police:

Interviewing candidates to replace Chief Warren next Wednesday and hopefully someone will be able to come in while the chief is still with us for a smooth transition, but the council also wants to make sure proper vetting is done to ensure we get a quality chief of police.
